.. function:: int nghttp3_conn_server_new(nghttp3_conn **pconn, const nghttp3_callbacks *callbacks, const nghttp3_settings *settings, const nghttp3_mem *mem, void *conn_user_data)

    
    `nghttp3_conn_server_new` creates :type:`nghttp3_conn`, and
    initializes it for server use.  The pointer to the object is stored
    in *\*pconn*.  If *mem* is ``NULL``, the memory allocator returned
    by `nghttp3_mem_default` is used.
    
    This function returns 0 if it succeeds, or one of the following
    negative error codes:
    
    :macro:`NGHTTP3_ERR_NOMEM`
        Out of memory.
