    `ngtcp2_conn_get_client_initial_dcid` returns the non-NULL pointer
    to the Destination Connection ID that client sent in its Initial
    packet.  If the Destination Connection ID is not present, the
    return value is not ``NULL``, and its :member:`datalen
    <ngtcp2_cid.datalen>` field is 0.
