    `ngtcp2_conn_get_dcid` returns the non-NULL pointer to the current
    Destination Connection ID.  If no Destination Connection ID is
    present, the return value is not ``NULL``, and its :member:`datalen
    <ngtcp2_cid.datalen>` field is 0.
