    `ngtcp2_crypto_decrypt_cb` is a wrapper function around
    `ngtcp2_crypto_decrypt`.  It can be directly passed to
    :member:`ngtcp2_callbacks.decrypt` field.
    
    This function returns 0 if it succeeds, or
    :macro:`NGTCP2_ERR_TLS_DECRYPT`.
