    `nghttp2_conn_get_headers_field_blocklen` returns the compressed
    HPACK field block length of HEADERS frame that *conn* is currently
    processing.  If CONTINUATION frames are involved, this value is the
    sum of all HEADERS and CONTINUATION frames up to the frame that
    bares END_HEADERS flag.  This function should only be called within
    :member:`nghttp2_callbacks.end_headers` or
    :member:`nghttp2_callbacks.end_trailers` callback.  Otherwise, the
    behavior is undefined.
