    `nghttp2_conn_get_next_stream_id` returns the next stream ID.  If
    it returns the invalid stream ID > ``INT32_MAX``, all stream IDs
    have been spent or GOAWAY has been received, and new stream cannot
    be created for this connection.  Only client can call this
    function.
