    `nghttp2_conn_handle_expiry` handles expired timer.
    
    This function returns 0 if it succeeds, or one of the following
    negative error codes:
    
    :macro:`NGHTTP2_ERR_SETTINGS_TIMEOUT`
        The SETTINGS ACK timer has fired.  This means that the remote
        endpoint is unable to acknowledge SETTINGS in timely manner.
        Drop the underlying connection immediately.
