nghttp2_conn_submit_shutdown_notice

void nghttp2_conn_submit_shutdown_notice(nghttp2_conn *conn)

nghttp2_conn_submit_shutdown_notice() notifies the other endpoint to stop creating new stream. After a couple of RTTs later, call nghttp2_conn_shutdown() to start graceful shutdown.
