int nghttp2_conn_handle_expiry(nghttp2_conn *conn, nghttp2_tstamp ts)

This function returns 0 if it succeeds, or one of the following negative error codes:

NGHTTP2_ERR_SETTINGS_TIMEOUT: The SETTINGS ACK timer has fired. This means that the remote endpoint is unable to acknowledge SETTINGS in timely manner. Drop the underlying connection immediately.
