ngtcp2_crypto_decrypt_cb() is a wrapper function around ngtcp2_crypto_decrypt(). It can be directly passed to ngtcp2_callbacks.decrypt field.

This function returns 0 if it succeeds, or NGTCP2_ERR_TLS_DECRYPT.
